The Sixth Seminar in the Executive Series on “Brokering North and South: China in a Multipolar World” – “Global South and the Shifting International Order”
The Civil Service College (CSC) organised the sixth seminar in the Executive Series on “Brokering North and South: China in a Multipolar World”on the topic of “Global South and the Shifting International Order” on 18 Mar 2026. The seminar was delivered by Professor Busani Ngcaweni, Director of the Centre for Public Policy and African Studies, University of Johannesburg, South Africa. Professor Busani Ngcaweni examined the latest developments in the Global South and international dynamics, while highlighting the pivotal role Hong Kong can play in this ever-changing context.

Professor Busani Ngcaweni
Professor Busani Ngcaweni is the Director of the Centre for Public Policy and African Studies, University of Johannesburg, South Africa. He is the former Principal of the National School of Government in South Africa. He served as Head of Policy and Research in the Presidency and as Chief of Staff to multiple South African deputy presidents as well as the current president. He was a Visiting Professor at Fudan University and is currently a Visiting Professor at China Foreign Affairs University.

Mr Eric Li
Mr Eric Li is the Chairman of the Strategic Advisory Council of the Institute of International Studies and the Chairman of the Advisory Committee of the China Institute of Fudan University. He is a renowned venture capitalist and political scientist. Mr Eric Li is best known for his TED Talk, “A Tale of Two Political Systems”. Drawing on his personal experiences, he highlighted China's development over the two thirty-year periods. The talk has been widely shared online and has elicited enthusiastic responses.
