Civil Service College and Training Professional Certification Programme Attained QF Level 5 Accreditation, elevating Professional Training Standards for Mission-Driven Training Officers
The Civil Service College (CSC) has reached a major milestone, securing official recognition as a Qualifications Framework (QF) Level 5 programme operator following rigorous assessment by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). Concurrently, CSC’s "Training Professional Certification Programme", tailored for newly appointed Training Officers, has earned QF Level 5 accreditation, equivalent to a bachelor's degree level¹.
Speaking at the accreditation presentation ceremony, the Head of the Civil Service College, Mr Oscar Kwok, highlighted that culture building has been the core priority since CSC's inception, with the pivotal goal of nurturing “training professionals with pride“. He emphasised, "The role of Training Officers extends far beyond knowledge and skill delivery; it centres on mindset inculcation, empowering our officers to become standard setters and strong advocates of civil service values across the Government“
Dr. Joe Hong, Executive Director of HKCAAVQ, commended CSC's professionalism and uncompromising commitment to mindset inculcation in the civil service. He affirmed that the entire accreditation exercise complied fully with credible and globally aligned standards, while praising CSC's leading role in shaping a cohesive, professional and responsive civil service.
The Programme provides a structured, quality-assured pathway for continuous professional development. Looking ahead, CSC will capitalise on this QF Level 5 milestone to further elevate its training capabilities, radiating the values of people-first and “One Government” service ethos to drive positive influence across broader civil service, ultimately enhancing governance and delivering tangible benefits to the public.
